Hamed is a US graduate withaPh.D. in Transportation from the University of Washington, Seattle. He is a former Minister of Energy and Mineral Resources. He has over 25 years of solid and professional experience. His professional career spans a wide range of expertise in Energy and Mineral Resources, Energy Storage, Renewable Energy, Oil and Gas, LNG Infrastructure Facilities, Energy Efficiency, Energy Market Structure and Regulations, Electricity Market Structure and Fare Setting. His expertise in Transportation include, Transportation Planning and Infrastructure, Public Transportation, Urban Mobility Systems and Infrastructure, ITS, Organizational Change, Institutional Strengthening, Trade and Transport Facilitation and Logistics, Regulation and the Creation of Regulatory entities, Privatization and Public Private Partnership (PPP) schemes.
While assuming the role of Minister of Energy, Hamed had to strategically deal with Energy challenges facing Jordan. The Kingdom’s growing population and influx of refugees from neighbouring countries strained its infrastructure and services, thereby leading to a surge in energy consumption, and resulting in the Kingdom’s largest energy bill in its history in 2012. This resulted in an effort by the Ministry of Energy to develop a long-term energy road map to achieve diversification of energy resources, security of energy supply (in particular Natural Gas), efficient energy mix and greater usage of renewable energy. In addition, Hamed had to deal with energy requirement by the huge influx of refugees from Syria while at the same time face the energy challenges facing the Kingdom. Hamed developed excellent relations with donor countries (Governmental and NGOs) as will Governments of the MENA region and some EU member countries.
He has been involved in the design/formulationof a number of EU-funded projects aimed at developing the PPP structure in Jordan. He has worked with international agencies like the EU, US AID, World Bank, DFID and international consulting firms. He has extensive experience in strategic planningand management skills.
In 1991, Hamed joined Jordan University of Science and Technology (JUST) and worked as a full Professor of Civil and Transportation Engineering. Currently, he is a Professor of Transportation at German Jordanian University. He published over 50 specialized scientific papers in distinguished journals. Areas of publications cover transportation policy and planning, travel demand forecasting, demand for electric vehicles, traffic safety, and modelling of public transport demand. He is an expert in institutional development and public sector reform, privatization of transportation services across all modes.
Hamed worked as a visiting Professor at Lakehead University, Thunder Bay, Ontario, Canada, (summer 1996)
Hamed is appointed Editorial Board Member for the prestigious Accident Analysis and Prevention Journal, USA and the Transportation Research Part F: Traffic Psychology and Behaviour Editorial Board. Also, he is a reviewer for Accident Analysis and Prevention Journal, Journal of Transportation Engineering, ASCE, Transportation Research, Part B, Transportation Research, Part F, Transportation and Urban Development Journal, ASCE, and Journal of Air Transportation.
From 1999 to 2001 he worked as an advisor to the Minister of Transport and covered all transport sectors Land, Sea, and Air sub-sectors.He was appointed as a project coordinator and member of the Steering Committee for the privatisation and regulation of the transport sector (land, sea, air) in Jordan project. The project is funded by the Department for International Development (DFID) and aimed at providing technical support to reform the transport sector across all modes and create institutional structure for sub-sectors. He developed a comprehensive methodology for inspecting and monitoring the operation of new bus franchises as part of inspection and monitoring regime. The methodology was then translated into a Monitoring Manual which included procedures, systems, forms, and analysis procedures.
He is a former Vice President of the UITP MENA Steering Committee.
Hamed was appointed as the Director General and Vice-Chairman of the Board for the Public Transport Regulatory Commission (PTRC). In 2003, PTRC received “KING ABDULLAH II AWARD for Government Performance and Transparency”. This award is the highest and the most prestigious award in the national level. In 2004 he received the “Excellence” award for his role as the Director General of PTRC, Dec. 2001 to March 2006.
Hamed worked as a Senior Expert for a number of EU funded projects in Jordan and Yemen, from 2007 to 2012.
In 2012, he was appointed as Strategic Analysis Manager at the Hashemite Royal Court.
In 2013, Hamed was appointed as the CEO and Chief Commissioner for the Electricity Regulatory Commission.
In August 2013, Hamed was appointed as the Minister of Energy and Mineral Resources. He served until March of 2015.
He worked as Executive Director of Z-Alpha Management and Technical Consulting Services until March 2017.
He worked as a Senior Consultant for the EIB funded project “Technical Assistance for the implementation of the regional initiative Logismed Soft training”.
He worked as a Key Expert for EBRD on Electricity Storage project - Jordan
Currently, Hamed works as an Independent Consultant and Strategic Advisor in Renewable Energy and Urban Mobility.
